Suburban Rebirth: Remember this face. It belongs to developer Tommy Spinosa. He’s the guy who brought you CitiPlace, the center that thrives despite its confounding configuration and weird traffic flow. Spinosa has since learned some lessons about developing suburban spaces. His Perkins Rowe development combines retail, office and residential space the way American cities did before automobiles and roads carved them up. Expect plans for his Ford property on Perkins Road to further redefine how developers build the Baton Rouge of tomorrow.
